...first of all..i dont know what exactly ur question is..but i think it has something to do with accessing layouts/codes..well..mods/admin did it..so as a member..we have to follow it^^..theres an exact reason for it..i just dont know..

i think this is the main reason:

most of the f0rumers n0wadays just register in f0rum sites Like this just t0 get c0des.. they d0 n0t p0st even 0nce.. s0 they want the members t0 be active (have more than 5 posts) and n0t just t0 get c0des and premades..
